Helena-West Helena needs your help.

Yesterday, at a local joint meeting of Kiwanis and Rotary, we had a guest speaker who shared information with us concerning Harcros Chemical’s desire to purchase/lease and revamp the old Cedar Chemical site.

He asked us to contact ADEQ and express our support for this project.

Already much time and money has been invested by Harcros. Studies have been conducted and permits have been obtained. They are willing to clean-up and retrofit the old site and create a new chemical company, Quapaw Chemical.

The process is not yet complete and they need our support.

This is such good news for our community. It could possibly create 120 jobs as the company grows into full production.

What a shot in the arm this could be for our community, as a whole, as well as, for the individual employees and their families!

HELENA-WEST HELENA-The Phillips County Port Authority held its monthly meeting Monday night and heard reports on two possible prospects as well as updates on infrastructure issues at the Helena Harbor.

Executive Director Martin Chaffin gave his monthly report, highlighting two ongoing discussions for possible prospects.  Chaffin began with an update on the progress being made to finalize the financing package for RBE Arkansas, LLC’s planned $1.8 billion facility at the harbor.  Chaffin said, “Things keep moving along slowly.  I know everyone is anxious and ready to see a major announcement.  Miller and his potential investors have cleared what appear to be all the major hurdles.  However, the investors want Miller to update all of the construction costs estimates before the agreements are finalized.”  No firm timetable was provided by the company for the completion of that process.

Chaffin also said that representatives of Harcros Corporation had recently paid a visit to the harbor to look at possible locations.  Representatives have also been interested in the old Cedar Chemical Plant.  Those representatives estimated that their operation could bring in as many as 100 jobs to the county.  Several issues remain to be worked out and discussions are in the early stages. 

Engineer Jim Frazier provided the Board with cost estimates to pave the rest of what is commonly referred to as the “Helm Road.”  Representatives of Helm had requested that the Port Authority pave the road to their facility.  Company representatives had previously estimated the distance at ¼ mile.  Frazier reported that the distance was closer to ¾ of a mile and that the cost of the project would be approximately $300000-$400000 to complete.  The Board took no action on the item due to the substantial cost.

The Board also heard updates on outstanding insurance issues related to the storm damage the crane at the facility sustained almost two years ago.  The insurance company and the Port were still at odds over approximately $32000 worth of repairs out of over $315000 that had been completed.  On the advice of Attorney David Solomon, the Board agreed to settle with the insurance company all of the remaining issues for $10000.

Chaffin also reported that the crane had experienced some problems causing delays to the pipe unloading operation that is currently taking placed at the harbor.  The pipe is being used to build a natural gas pipeline across the state.  Those problems have been fixed and a barge of pipe per day is now being unloaded at the harbor facility.

In other business, the Board approved the financial reports of Treasurer Henry Richmond unanimously.  Chaffin said he would keep the board updated in the coming weeks if there were any developments on the RBE Arkansas Project that warranted a special meeting.

HELENA-WEST HELENA- RBE Arkansas’s Rod Miller personally appeared at the November meeting of the Phillips County Port Authority to update the Port Authority Board of Directors on the progress being made on his funding options and to request an extension on his land option at the harbor, which is necessary to continue funding negotiations for the proposed $1.8 billion facility.

Saying “I don’t question that this project is going to be funded,” Miller outlined for the Port Authority the status of his two main funding options.  Progress continues in the negotiations to finalize the funding deal.  Miller provided information from one of the potential investors that said continued funding negotiations were dependent upon continued possession of a land option on the property needed.  Miller’s previous option had expired.  The Port Authority unanimously voted to provide a land option extension for 8 months.

Executive Director Martin Chaffin said, “I continue to be hopeful about this project.  All parties involved have worked diligently on this for months.  We are so close to completion.  I think we have every reason to be optimistic.”

Representatives from HELM Fertilizer appeared to encourage the Port Authority to make upgrades to the gravel portion of the road leading to their facility.  The portion of the road leading to the facility is approximately one-quarter of a mile.  The Port Authority agreed to get an estimate to make the requested upgrades to the road.

Tim Schuringa, a representative of Southern Financial Partners, appeared at the meeting to update the board on the status of the Delta Bridge Project.  He went over the basic structure of the project for the board members and presented them with an updated draft of the current goals and proposed actions steps for the project.

Chaffin also updated the board members on other prospects that are interested in the Port Authority.  A scrap metal group continues to work on a proposal to present to the Board of Directors, but it will not be ready until the first of the year.  The operation has the potential for 40-50 jobs.

The Port Authority also reviewed the most recent financial statements and voted to cancel its regular meeting for December, which has been the customary practice for the Port Authority for the past several years.  If any business arises which requires action by the Board of Directors, a special meeting will be called, and the media will be notified.  The Board also voted to move the start time for future regular meetings to 6:00 instead of 6:30.

HELENA-WEST HELENA- The Phillips County Port Authority held its regular meeting and heard reports on several prospects interested in the facility.

Executive Director Martin Chaffin began his report with a status update on the financing negotiations for RBE Arkansas’s effort to construct a $1.8 billion facility at the Helena Harbor.  Chaffin said, “Two memorandums of understanding have been signed with those interested in providing the financial backing for this project.  Things are moving forward.”

Chaffin also reported that a grain shipping company that needs eight acres at the harbor is still negotiating for a location with the hopes of having an operation running by next year.

A shipping company that had been looking for forty acres at the harbor has put those plans on holds until next year at the earliest and will have a smaller operation near Greenville.

Chaffin also reported that a group specializing in scrap metal was in discussions concerning a harbor site with possible opening of a location next year.  Finally, a group that would like to put an auto assembly plant at the harbor is working with the Arkansas Congressional Delegation to procure some incentives.

In other business, the Port Authority received a proposal from George Bingham to feature the Port Authority on his television program entitled, “In the Community with George Bingham.”  Engineer Jim Frazier also reported on the status of the dredging of the harbor and the need to seal the Helm Road.

Port Members closed their business by a lengthy discussion of the upcoming special election to renew the existing one-cent county sales tax that benefits the county government, the municipalities, and the Port Authority.  That election is scheduled for October 13.  The Port Authority will receive 10% of this tax.  The rest goes to the municipalities and the county.  It is not a tax increase.

HELENA-WEST HELENA-  At its monthly meeting this past Monday, the Phillips County Port Authority approved the sale of 100 acres to Patriot Alternative Fuels, Inc. which plans to build a biodiesel and ethanol plant at the Helena Harbor.  The cost to construct the plant is estimated to cost over $100 million and could be completed within the next 12-18 months.

 Executive Director Martin Chaffin said, “We are happy to have the interest from Patriot Alternative Fuels.  With the addition of this prospect, we currently have prospects who have either purchased or leased land representing the potential creation of over 600 jobs.  It appears that construction could begin on at least one of these facilities before the end of next year.”

 In addition to this most recent prospect, Chaffin also reported that he had been in contact with RGM Marketing, LLC of Kansas City, which has purchased 200 acres of land and has an option to purchase more.  RGM plans to construct a food-grade processing facility with an adjacent biodiesel plant and power production facility.  When completed, that facility is estimated to bring an estimated $1 billion investment to the community.

 Chaffin reported, “RGM has sent another $50,000 to extend its option to purchase another 45 days.  They are nearing completion of their architectural drawings and have made progress toward obtaining their permits.  It appears that they are moving forward at a reasonable pace.  We could potentially know a potential timeline for construction before the end of the year.”

 The Port Authority also heard a presentation from Covenant Ethanol representatives from Kansas and Arkansas. 

 Chaffin also reported to the port that 12 other prospects have been in contact with the Port Authority about various projects and have proposals at lesser stages of development.  The other prospect with a land option, E-Fuels of Nevada, is reportedly continuing its efforts to line up investors.

 Chaffin said, “We have had more activity at our facility in the last 10 months than has occurred in years.  This is an exciting time, and our facility is attracting attention from all over the county.  It’s a matter of time before  we see considerable economic development at the Harbor.”

 Re:  Port Holds Monthly Meeting; Picks up another prospect

 HELENA-WEST HELENA-  Another prospect for alternative fuels has leased 50 acres at the Helena Slackwater Harbor for the purposes of constructing a facility to manufacture the product.

 According to Executive Director Martin Chaffin, this company estimates that it could be preparing the site for construction within 120 days.  He said, ?This is just another exciting opportunity for this area.  There is more activity at our facility than there has ever been.  I believe that we are on the brink of witnessing construction of one of these facilities.

 Chaffin also reported that RGM Marketing, a company out of Kansas City, Missouri, is continuing to make progress on its plans to build a $1.6 billion facility on 200 acres of land recently purchased at the port.  That plant will process food grade material, manufacture Biofuels, and have a power plant to produce power for the factory.  The plant, when constructed, will be the biggest investment in Phillips County in more than a generation.

 Chaffin also reported that the port has another biodiesel prospect that needs about 20 acres to build a facility that will produce 65 million gallons of fuel annually.  Other prospects include a lumber mill and a steel fabrication facility.

 Chaffin said, We are excited about these prospects, and we are making substantial progress.  I can envision a groundbreaking within the next 90-180 days.  We have prospects coming in every day.  Construction of the last extension of our bridge crane will begin in January.  Our facility is continuing to develop and is one of the best on the river.  Economic development in Phillips County appears to be inevitable, and it is an exciting time to be here.

 In other business, the Port passes a resolution congratulating Delta American Fuels, a joint venture of Pat Burks and David Brooks Griffin, on their announcement that they plan to construct a biodiesel plant on Highway 20 south of Helena.  Chaffin said, ?A rising tide lifts all boats, and we are happy to see construction of a facility in the area that will create some jobs.  This is big for the county and the Port Authority congratulates Delta American on its achievements.

Also discussed at the meeting was the progress of E-Fuels Inc., of Nevada on securing financing for its biodiesel facility.  Chaffin reported that an E-Fuels representative will be here this week to report on their progress.
